Amy Greene Environmental (AGE) was retained by Remington & Vernick Engineers on behalf of Camden County to perform construction monitoring during critical stages of an intertidal/subtidal shallows mitigation project associated with the installation of the Pearl Street Bulkhead in the City of Camden, Camden County, New Jersey. AGE also prepared and submitted a Construction Completion Report to the New Jersey Department of Environmental Protection (NJDEP) as a formal notification for completion of construction of the mitigation project and performed post-construction monitoring.

AGE provided construction inspection services during critical stages of intertidal/subtidal shallows mitigation project construction in accordance with the NJDEP Waterfront Development Permit requirements for the project. The purpose of the mitigation project was to mitigate for the losses of 0.11 acres of intertidal/subtidal shallows through onsite creation and enhancement of habitat. Permitted construction activities included the installation of sheet piles, the installation of backfill and topsoil behind the sheet piles, installation of concrete curb, installation of guiderail, debris cleanup, installation of stabilization biolog, installation of plantings, and final stabilization.

Initially, AGE conducted an onsite inspection during construction of turbidity barriers to ensure no risk to adjacent waterways and aquatic habitat. Following construction, in accordance with the approved permit plan and conditions, the project area was seeded, stabilized and planted and Silt Soxx (biologs) were installed for stabilization. Following the installation of the Silt Soxx, all plants were installed. Due to the discrepancy between planting quantities and design spacing, an additional 200 herbaceous plugs were installed on October 15, 2015. Additionally, a total of 140 linear feet of Silt Soxx were replaced due to disrepair. AGE prepared the Construction Completion Report and conducted a post-construction inspection one (1) lunar month after all plantings and restoration activities were completed. AGE conducted multiple post construction monitoring efforts and made recommendations to the client, such as replanting, further stabilization, and further documentation, in order to meet permit conditions. It was determined that the site was constructed in accordance with all permit conditions.
