International Trade Center (ITC) South Retail Center & Route 46/206 Regional Connector Road Wetland Mitigation Design and Construction Monitoring

Construction of the ITC South Retail Center and Regional Connector Road resulted
in the disturbance of 3.98 acres of existing wetlands and State open waters. Amy Greene Environmental worked closely with the project team to develop a plan that minimized impacts to
wetlands by preparing a successful application to NJDEP for an Individual Wetlands Permit and Transition Area Waiver Averaging Plan. We also performed a Phase I
bog turtle survey on the property. Amy Greene Environmental developed a wetland mitigation plan, in association with the project hydrologist and engineer, designed to create 3.18 acres
of forested wetland, 2.13 acres of emergent wetland, 0.91 acre of scrub-shrub wetland and 0.10 acre of State open water. The plan also included planting two areas resulting
in the enhancement and expansion of the previously disturbed Wills Brook corridor on the site. Monitoring of surface and groundwater was performed and a hydrologic budget
was prepared to assist in project design.
Our team provided onsite construction monitoring for the wetland mitigation site in summer of 2001 and spring of 2002 to
ensure the project was constructed and planted according to the approved plan. Amy Greene Environmental staff prepared site inspection reports for submission to the client and NJDEP. The
constructed wetlands were monitored for a period of five years (2003-2007) by our staff to determine the success of the project according to conditions stipulated in the
NJDEP Mitigation Plan Approval. Annual monitoring reports were prepared by our team and submitted to NJDEP for review. The wetland mitigation project was granted approval by
NJDEP in November 2007.
