Wetland Mitigation and Restoration

The project area was a former sand and gravel mine and was dotted with wetlands and traversed by several streams. ASGECI worked closely with the project team to develop a plan that minimized impacts to wetlands. ASGECI prepared a successful application to NJDEP for an Individual Wetlands Permit and Transition Area Waiver Averaging Plan. ASGECI also performed a Phase I bog turtle survey on the property. ASGECI developed a wetland mitigation plan, in association with the project hydrologist and engineer, designed to create 3.18 acres of forested wetland, 2.13 acres of emergent wetland, 0.91 acre of scrub-shrub wetland and 0.10 acre of State open water. The plan also included planting wetland transition areas of up to 50 ft. surrounding the constructed wetlands. The mitigation project was comprised of two areas resulting in the enhancement and expansion of the previously disturbed Wills Brook corridor on the site. Monitoring of surface and groundwater was performed and a hydrologic budget was prepared to assist in project design. Hydrology for the constructed wetland was provided via a stream diversion channel from Wills Brook, groundwater, precipitation and runoff from the surrounding watershed. ASGECI provided detailed specifications on various elements of the wetland construction including a planting plan composed of native species and soil and grading specifications. The plan was approved by the NJDEP.

ASGECI provided onsite construction monitoring for the wetland mitigation site in the summer of 2001 and spring of 2002 to ensure the project was constructed and planted according to the approved plan. ASGECI personnel inspected all plant materials upon delivery and monitored all aspects of the wetland and transition area plant installation. Topsoil testing results were reviewed for compliance with plan specifications. ASGECI staff prepared site inspection reports for submission to the client and NJDEP. The constructed wetlands were monitored for a period of five years (2003 – 2007) by ASGECI staff to determine the success of the project according to conditions stipulated in the NJDEP Mitigation Plan approval. Annual monitoring reports were prepared by ASGECI and submitted to NJDEP for review. The wetland mitigation project was granted approval by NJDEP in November 2007.
